How to Apply For a Mail-in Absentee Ballot:

Application to cast an excused mail-in absentee ballot can be made through the online portal at govote.ky.gov from April 1st-May 2nd 2023 by 11:59 pm CST. The deadline for applying for a paper absentee ballot is 14 days before an election.

If unable to apply online, call the Warren County Clerk’s Office at 270-843-5306, 270-842-9416, or 270-843-5303.

Who qualifies for a Mail-in Absentee Ballot:

Mail-in ballot eligibility is limited. The applicant must meet one of the following requirements:

  • Voter who due to age, disability, or illness will not be able to appear at the polls on election day or the days excused or no-excuse in-person absentee voting is conducted.
  • A member of the Armed Forces confined to a military base; covered voter as defined in KRS 117A.010
  • A dependent of a member of the Armed Forces
  • A student who temporarily resides outside of the county in which they are registered
  • Voter who temporarily resides outside the state, but are still eligible to vote in Kentucky
  • Person who is incarcerated in jail and charged with a crime, but not yet convicted of a crime
  • Voter who will be absent from the county of his or her residence all hours and all days excused or no-excuse in-person absentee voting is conducted and prevented from voting in person at the polls on election day and from casting an excused or no-excuse in-person absentee ballot on all days in-person absentee voting is conducted.
  • Person qualified under the address confidentiality program with the Secretary of State office
  • For PRESIDENTIAL BALLOT ONLY: Moved to another state after its registration books closed
